Expanded U.S. State Privacy Addendum, Notice at Collection dependencies, sale/share/targeted advertising language, GPC/universal opt-out handling, California risk/cyber/ADMT references, sensitive-data/minor rules, appeal workflows, and DSAR audit evidence.

## Pass 3 — Health, healthcare, hospital, and healthtech scrutiny
Expanded HIPAA, Part 2, NPP, reproductive-health, HBNR, consumer-health-data, FDA digital health, CDS, AI-enabled device, medical-device cybersecurity, telehealth, and hospital tracker restrictions.

## Pass 4 — Security, incident, vendor, and restricted-transfer scrutiny
Rebuilt trust/security, incident response, vendor-risk, third-party SDK, cross-border/restricted data, vulnerability report form, and security-breach addendum using conservative controls and no unsupported certification claims.

## Pass 5 — AI, automated decision-making, and quantum scrutiny
Updated AI governance around NIST AI RMF, consequential decisions, human review, impact assessments, vendor restrictions, prompt/model-data controls, and incidents. Updated quantum policy around NIST FIPS 203/204/205, crypto inventory, and no “quantum-impervious” claims.

## Pass 6 — Marketing, cookies, subscriptions, app stores, and accessibility scrutiny
Replaced cookie JavaScript with opt-in gating and GPC handling. Added app-store privacy policy and checklists. Added careful CAN-SPAM/TCPA/negative-option wording. Added WCAG/ADA implementation caveats and evidence requirements.

## Pass 7 — Syntax, file, and integration verification
Regenerated HTML from Markdown, rebuilt index/sitemap, validated JSON, parsed CSVs, checked HTML structure, linted JavaScript with Node syntax check, checked placeholder consistency, and rebuilt ZIP.

## Pass 8 — Professional lawyer, judge, auditor, and client-readability review
Removed absolute guarantees, ambiguous statements, and unsupported legal conclusions. Added counsel-review notices, implementation dependencies, regulated-data gates, audit evidence fields, and client-readable warnings.

## Satisfactory status under U.S. law
The revised bundle is satisfactory as a comprehensive U.S.-focused template kit for counsel customization and technical implementation review. It is not publication-ready until the organization-specific facts, data flows, regulated-sector status, vendor contracts, state thresholds, app behavior, and counsel approvals are completed.
